No, Hasan has not been saying raping is OK. He agreed that sexual violence happens during war, and it probably occurred during Oct 7th. But ultimately it's a canard; Israel rapes prisoners every day and successfully riot when the military tried to prosecute the rapists, so clearly rape does not concern you.
