Per the googles it means awkward or evasive responses. But a literal interpretation might mean "they kept telling us to talk to different people, research different issues, jump through hoops and then they move the goal post".

I’d say either works, but both in combination for the ultimate runaround.
What they probably mean is they're trying to get a passport for their child and the passport office has told them that that's no problem at all. In fact, all they need is a copy of the child's birth certificate.
