I would. And as a fan, I've noticed QT's tv appearances this year have been few and far between. You might argue that QT doesn't have many fans, but my counterargument is that the number of QT fans is greater than zero.
The problem with that is TV time is limited, would another wrestler generate more fans that QT given the same TV time? I personally found the QT TV segments bad, and I really did not like the fact that the camera always did gratuitous framing of Harleys boobs.
I think that any criticism of Tony not consistently booking people week in week out is perfectly fair and still a major problem for him, QT did get more promo segments than a lot of the lower card. He also had a decent run with Cody with a fair amount of TV time.
Worse yet, I initially saw QT as a nepo hire, as many fans did, and because people were already souring on Cody, their feud dragged QT down, too. I took far too long to realize that QT could really go, and by then he was mainly appearing on Dark.
QTV was entertaining, but it wasn't good. I was just glad that QT was getting some kind of tv time.
Most the initial signings below the upper card could be called nepo hires as they all knew each other and there were a lot of friendships that resulted in the lower card in particular being filled. I think the amount of TV time during Cody's "reign of terror" QT got though was disproportionate to QTs ability to get over. I would even say that QT has full on go home heat for a good section of the audience. Its unfair and has nothing to do with technical ability.
If you contrast the trajectory of MJF and QT, MJF successfully used the springboard that Cody intentionally offered both MJF and QT, whereas QT couldn't despite being a lot further along in his career at that point. Both can really wrestle, but as the likes of late stage Andre, Hogan, post neck Austin, Cena for the majority of his career, being able to really wrestle isn't that important for getting over with more casual fans.
Those are great points. I'll admit that to a casual fan, everything about QT screams "mid at best". It's easy for me to forget that since I often view wrestling through a different lens.
