He is just crazy.
On Brasil, first I thought that he was talking about indigenous nations and maybe he had a point, but it seems he's just spreading nosense separatism, since the map doens't have any relation at all with past indigenous nations. Really, I was hoping too much to consider that he was even pretending to give a damn about indigenous people.
Fun-fact about most of these "nations" in other countries: they were independent, at least, some 500 years ago, ten times more than Europe's 50 years pretending to stop being a set of colonial empires.
Seems that the children of colonisers kept the legacy of making up borders with no historical/cultural basis. I'm actually surprised the boundaries on the map aren't straight lines.
