Digitalization my ass - you still need to go buy certain kind of stamps at the post office in order to receive public services. No way to pay by card.

Do you mean regular postal stamps (for sending of letters), or “kolky”? As far as I know, we have both of these options already available in digital form in Slovakia, so I would expect that they might also be available in Czech Republic.
I guess they are called 'kolky', right.
