I'm assuming by "bisaya" you mean what Cebuanos use.
Exactly. The OP's original point was that Cebuano is a dialect of Bisaya. I asked them if they consider also Hiligaynon and Waray to be its dialects as well. Ayun na nga, dinamay pa pati Romance and Sinitic languages lol
