Because having access through ps plus means you dont "own" the game.
I think that's could be the reason behind it. If you upgrade then let your subscription lapse, you can argue that you can't play a game you paid for.
But then again, you can't play an expansion if you don't have the base game, and you can't complain about that. So, no idea...
