New community creation disabled

There are already plenty of communities here. New communities can be created on other instances.

@[email protected] What about the ability to subscribe to something kinda like following a hashtag on mastodon. So instead of subscribing to every say c/programing community that pops up, as you don't know which one will pop off, instead your feed will automatically get posts from all federated instances that have a c/programing community.
