Does anyone know weather that bottom piece of clothing even exists?
On a guy, that would be called a cummerbund. Seems fitting in this case too, for different reasons.
Actually I think this would be a miniskirt with a slit on the side that's turned to the front
It's basically a garter belt or suspenders belt without the suspenders.
