At first I thought it was a bad cover up, but no, seems they wanted a demented half human half tiger thing... Maybe if it was just the eye and hair, but the nose+lips makes this look horrible
I don't think the execution is great at all.
The tattoo artist isn't the reason it's bad, the idea was flawed. But the line work and the tiger itself actually look decent. I bet if it was just a tiger for the tattoo, this artist would be able to make it look pretty good.
