To be fair, you will not download anything to ROM either

I thought it was called "ROM"
They can be, but you still can't download a game to it. Because it is a Read Only Memory platform. You're probably thinking of EEPROM, which is writable.
I store my Steam games on wax cylinders.
Wouldn't a SSD card be a type of RAM?
