I would basiclly make skyrim but in modern day times, i think it would be interesting also maybe add some new rules to this world aswell?
Yes, that sounds nice. I'd want to make it easier to fly a dragon in Skyrim. I'd probably prefer going a bit further south, to the Imperial City. Skyrim is cold.
