The Rebels were notorious for their mediocre ejaculate volumes. They've have rapidly died out if it hadn't been for underhand trickery.
The Empire probably used stormtrooper wankers rather than the far more subtle pulls and pushes of the Force on their prisioners, hence the suboptimal results.
